中國式現代化的中國特色和世界意義

黨(dang)的(de)二十大(da)報告(gao)對中(zhong)(zhong)(zhong)國(guo)式(shi)現(xian)(xian)(xian)(xian)代(dai)(dai)(dai)化(hua)(hua)作了(le)深(shen)刻闡(chan)釋,概括了(le)中(zhong)(zhong)(zhong)國(guo)式(shi)現(xian)(xian)(xian)(xian)代(dai)(dai)(dai)化(hua)(hua)是人口規模巨(ju)大(da)的(de)現(xian)(xian)(xian)(xian)代(dai)(dai)(dai)化(hua)(hua)、是全體人民共同富裕的(de)現(xian)(xian)(xian)(xian)代(dai)(dai)(dai)化(hua)(hua)、是物(wu)質文(wen)明(ming)和(he)(he)精神文(wen)明(ming)相協調(diao)的(de)現(xian)(xian)(xian)(xian)代(dai)(dai)(dai)化(hua)(hua)、是人與(yu)自(zi)然和(he)(he)諧共生(sheng)的(de)現(xian)(xian)(xian)(xian)代(dai)(dai)(dai)化(hua)(hua)、是走(zou)和(he)(he)平發展道路的(de)現(xian)(xian)(xian)(xian)代(dai)(dai)(dai)化(hua)(hua)這5個方(fang)面的(de)中(zhong)(zhong)(zhong)國(guo)特色(se),深(shen)刻揭示(shi)了(le)中(zhong)(zhong)(zhong)國(guo)式(shi)現(xian)(xian)(xian)(xian)代(dai)(dai)(dai)化(hua)(hua)的(de)科學內涵。中(zhong)(zhong)(zhong)國(guo)式(shi)現(xian)(xian)(xian)(xian)代(dai)(dai)(dai)化(hua)(hua)是全面建成(cheng)社會主義現(xian)(xian)(xian)(xian)代(dai)(dai)(dai)化(hua)(hua)強國(guo)、實(shi)現(xian)(xian)(xian)(xian)中(zhong)(zhong)(zhong)華民族(zu)偉大(da)復興的(de)康莊大(da)道,為(wei)世界現(xian)(xian)(xian)(xian)代(dai)(dai)(dai)化(hua)(hua)提供(gong)了(le)新理論(lun)新范式(shi),對中(zhong)(zhong)(zhong)國(guo)和(he)(he)世界都具有重大(da)理論(lun)價值(zhi)和(he)(he)實(shi)踐意義。
習近(jin)平總書記(ji)強調(diao):“一(yi)個國(guo)家選擇什么樣的現(xian)代(dai)化(hua)道路,是(shi)由其歷史(shi)傳統(tong)、社會制度、發展(zhan)條件、外部環境等(deng)諸(zhu)多因素決定的。國(guo)情(qing)不(bu)同(tong),現(xian)代(dai)化(hua)途徑(jing)也(ye)會不(bu)同(tong)。實(shi)(shi)踐證明(ming),一(yi)個國(guo)家走向(xiang)現(xian)代(dai)化(hua),既要(yao)遵循現(xian)代(dai)化(hua)一(yi)般規律,更要(yao)符合本(ben)國(guo)實(shi)(shi)際(ji),具有本(ben)國(guo)特色。”中國(guo)式現(xian)代(dai)化(hua)5個方面的中國(guo)特色,展(zhan)現(xian)出廣泛性(xing)、人民性(xing)、協調(diao)性(xing)、共(gong)生(sheng)性(xing)、開放性(xing)。
第一(yi),人(ren)(ren)(ren)(ren)口規(gui)(gui)(gui)模(mo)(mo)(mo)(mo)巨(ju)(ju)(ju)大(da),體現(xian)(xian)(xian)了(le)中國(guo)(guo)式現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)的(de)(de)(de)(de)廣泛性(xing)。人(ren)(ren)(ren)(ren)口規(gui)(gui)(gui)模(mo)(mo)(mo)(mo)巨(ju)(ju)(ju)大(da)的(de)(de)(de)(de)現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua),是(shi)中國(guo)(guo)式現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)的(de)(de)(de)(de)顯著特征。作為(wei)世(shi)界上最大(da)的(de)(de)(de)(de)發(fa)展(zhan)(zhan)中國(guo)(guo)家,要(yao)(yao)(yao)(yao)在(zai)14億多(duo)人(ren)(ren)(ren)(ren)口規(gui)(gui)(gui)模(mo)(mo)(mo)(mo)的(de)(de)(de)(de)基礎(chu)上實(shi)現(xian)(xian)(xian)現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua),意(yi)味著比現(xian)(xian)(xian)在(zai)所有發(fa)達國(guo)(guo)家人(ren)(ren)(ren)(ren)口總和(he)(he)(he)還要(yao)(yao)(yao)(yao)多(duo)的(de)(de)(de)(de)人(ren)(ren)(ren)(ren)將進入現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)行列(lie),將徹底改寫現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)的(de)(de)(de)(de)世(shi)界版(ban)圖,充(chong)分(fen)(fen)體現(xian)(xian)(xian)了(le)我(wo)國(guo)(guo)現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)建(jian)設(she)的(de)(de)(de)(de)廣泛性(xing)。人(ren)(ren)(ren)(ren)口規(gui)(gui)(gui)模(mo)(mo)(mo)(mo)巨(ju)(ju)(ju)大(da),能為(wei)現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)建(jian)設(she)提(ti)供充(chong)足的(de)(de)(de)(de)人(ren)(ren)(ren)(ren)力(li)資源(yuan)和(he)(he)(he)超(chao)大(da)規(gui)(gui)(gui)模(mo)(mo)(mo)(mo)市(shi)場,同時巨(ju)(ju)(ju)大(da)的(de)(de)(de)(de)人(ren)(ren)(ren)(ren)口規(gui)(gui)(gui)模(mo)(mo)(mo)(mo)使我(wo)國(guo)(guo)推(tui)進現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)建(jian)設(she)的(de)(de)(de)(de)艱巨(ju)(ju)(ju)性(xing)和(he)(he)(he)復雜性(xing)前(qian)所未有,發(fa)展(zhan)(zhan)途(tu)徑和(he)(he)(he)推(tui)進方式也必然具有自(zi)己(ji)的(de)(de)(de)(de)特點。推(tui)進人(ren)(ren)(ren)(ren)口規(gui)(gui)(gui)模(mo)(mo)(mo)(mo)巨(ju)(ju)(ju)大(da)的(de)(de)(de)(de)現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua),要(yao)(yao)(yao)(yao)錨定人(ren)(ren)(ren)(ren)民(min)群眾對美好生(sheng)活(huo)的(de)(de)(de)(de)向往,充(chong)分(fen)(fen)挖掘人(ren)(ren)(ren)(ren)力(li)資源(yuan)潛能,深入挖掘超(chao)大(da)規(gui)(gui)(gui)模(mo)(mo)(mo)(mo)市(shi)場潛力(li),為(wei)現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)建(jian)設(she)提(ti)供強(qiang)大(da)的(de)(de)(de)(de)人(ren)(ren)(ren)(ren)力(li)資源(yuan)保障(zhang)和(he)(he)(he)內需支撐(cheng)。要(yao)(yao)(yao)(yao)積極(ji)回應人(ren)(ren)(ren)(ren)民(min)群眾在(zai)就(jiu)業(ye)、分(fen)(fen)配、教育、醫療、住房、養(yang)老(lao)、托幼等方面的(de)(de)(de)(de)訴求(qiu)和(he)(he)(he)多(duo)層次(ci)需要(yao)(yao)(yao)(yao),通過(guo)積極(ji)創造發(fa)展(zhan)(zhan)過(guo)程人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)參與、發(fa)展(zhan)(zhan)成果人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)享(xiang)有的(de)(de)(de)(de)環境(jing),凝聚起14億多(duo)人(ren)(ren)(ren)(ren)投(tou)身現(xian)(xian)(xian)代(dai)化(hua)(hua)(hua)(hua)建(jian)設(she)的(de)(de)(de)(de)磅礴偉力(li)。
第二,全(quan)(quan)(quan)體(ti)人(ren)(ren)(ren)民(min)(min)(min)(min)(min)共同(tong)富(fu)裕,體(ti)現(xian)(xian)(xian)(xian)了中(zhong)(zhong)(zhong)國(guo)式現(xian)(xian)(xian)(xian)代化的人(ren)(ren)(ren)民(min)(min)(min)(min)(min)性。全(quan)(quan)(quan)體(ti)人(ren)(ren)(ren)民(min)(min)(min)(min)(min)共同(tong)富(fu)裕的現(xian)(xian)(xian)(xian)代化,是(shi)中(zhong)(zhong)(zhong)國(guo)式現(xian)(xian)(xian)(xian)代化的本質特征,也是(shi)區(qu)別(bie)于西(xi)方(fang)(fang)現(xian)(xian)(xian)(xian)代化的顯著(zhu)標(biao)志。實現(xian)(xian)(xian)(xian)全(quan)(quan)(quan)體(ti)人(ren)(ren)(ren)民(min)(min)(min)(min)(min)共同(tong)富(fu)裕是(shi)廣(guang)大人(ren)(ren)(ren)民(min)(min)(min)(min)(min)群眾的共同(tong)期盼(pan),昭示了人(ren)(ren)(ren)類文明(ming)新形態的崇(chong)高價(jia)值追求(qiu)。西(xi)方(fang)(fang)現(xian)(xian)(xian)(xian)代化的最大弊端,就是(shi)以資本為中(zhong)(zhong)(zhong)心而不是(shi)以人(ren)(ren)(ren)民(min)(min)(min)(min)(min)為中(zhong)(zhong)(zhong)心,追求(qiu)資本利益(yi)最大化而不是(shi)服務絕大多數人(ren)(ren)(ren)的利益(yi),導致貧富(fu)差(cha)(cha)距(ju)(ju)過(guo)大、兩極分(fen)化嚴重。中(zhong)(zhong)(zhong)國(guo)式現(xian)(xian)(xian)(xian)代化堅持(chi)以人(ren)(ren)(ren)民(min)(min)(min)(min)(min)為中(zhong)(zhong)(zhong)心的發展(zhan)思想,堅持(chi)人(ren)(ren)(ren)民(min)(min)(min)(min)(min)主(zhu)體(ti)地位,強調(diao)人(ren)(ren)(ren)民(min)(min)(min)(min)(min)是(shi)現(xian)(xian)(xian)(xian)代化建(jian)設(she)的主(zhu)體(ti)和文明(ming)的創造者,堅持(chi)發展(zhan)為了人(ren)(ren)(ren)民(min)(min)(min)(min)(min)、發展(zhan)依靠人(ren)(ren)(ren)民(min)(min)(min)(min)(min)、發展(zhan)成(cheng)果由人(ren)(ren)(ren)民(min)(min)(min)(min)(min)共享,堅決(jue)防止(zhi)兩極分(fen)化。推(tui)進全(quan)(quan)(quan)體(ti)人(ren)(ren)(ren)民(min)(min)(min)(min)(min)共同(tong)富(fu)裕的現(xian)(xian)(xian)(xian)代化,要(yao)始終把(ba)人(ren)(ren)(ren)民(min)(min)(min)(min)(min)對美好生活的向往作為奮(fen)斗(dou)目(mu)標(biao),既(ji)要(yao)通(tong)過(guo)全(quan)(quan)(quan)國(guo)人(ren)(ren)(ren)民(min)(min)(min)(min)(min)共同(tong)奮(fen)斗(dou)把(ba)“蛋糕”做大做好,又(you)要(yao)通(tong)過(guo)合(he)理的制度(du)安排(pai)把(ba)“蛋糕”切好分(fen)好,自(zi)覺主(zhu)動解決(jue)地區(qu)差(cha)(cha)距(ju)(ju)、城鄉差(cha)(cha)距(ju)(ju)、收入分(fen)配差(cha)(cha)距(ju)(ju)等(deng)問題,讓(rang)現(xian)(xian)(xian)(xian)代化建(jian)設(she)成(cheng)果更多更公平(ping)惠及全(quan)(quan)(quan)體(ti)人(ren)(ren)(ren)民(min)(min)(min)(min)(min)。
第三,物(wu)(wu)質(zhi)文(wen)明和(he)(he)精(jing)神(shen)文(wen)明相(xiang)協調(diao),體現(xian)(xian)(xian)(xian)了中(zhong)國(guo)式現(xian)(xian)(xian)(xian)代化(hua)的(de)(de)協調(diao)性。既要(yao)物(wu)(wu)質(zhi)富(fu)(fu)足、也(ye)要(yao)精(jing)神(shen)富(fu)(fu)有(you),是中(zhong)國(guo)式現(xian)(xian)(xian)(xian)代化(hua)的(de)(de)崇高追求。中(zhong)國(guo)式現(xian)(xian)(xian)(xian)代化(hua)深深植(zhi)根(gen)于中(zhong)華(hua)優秀傳統文(wen)化(hua),堅持(chi)物(wu)(wu)質(zhi)文(wen)明和(he)(he)精(jing)神(shen)文(wen)明兩手抓、兩手硬,為(wei)創造經濟快速發展和(he)(he)社(she)會(hui)長(chang)期(qi)穩定兩大(da)奇跡(ji)提(ti)供了堅實支撐,也(ye)在全體人民擁有(you)團(tuan)結奮斗的(de)(de)思(si)想基礎(chu)、開(kai)拓進(jin)取(qu)的(de)(de)主動精(jing)神(shen)、健(jian)康(kang)向上的(de)(de)價值追求中(zhong)拓展了文(wen)明發展新(xin)境界。推(tui)進(jin)物(wu)(wu)質(zhi)文(wen)明和(he)(he)精(jing)神(shen)文(wen)明相(xiang)協調(diao)的(de)(de)現(xian)(xian)(xian)(xian)代化(hua),要(yao)將物(wu)(wu)的(de)(de)全面豐(feng)富(fu)(fu)和(he)(he)人的(de)(de)全面發展統一到現(xian)(xian)(xian)(xian)代化(hua)建(jian)設實踐(jian)中(zhong),更好滿足人民日益增長(chang)的(de)(de)精(jing)神(shen)文(wen)化(hua)需求,建(jian)設具有(you)強大(da)凝聚力(li)和(he)(he)引領(ling)力(li)的(de)(de)社(she)會(hui)主義意識形態,發展社(she)會(hui)主義先進(jin)文(wen)化(hua),推(tui)動形成適應新(xin)時(shi)代要(yao)求的(de)(de)思(si)想觀念、精(jing)神(shen)風貌、文(wen)明風尚(shang)、行為(wei)規(gui)范,不(bu)斷豐(feng)富(fu)(fu)人民精(jing)神(shen)世(shi)界,提(ti)高全社(she)會(hui)文(wen)明程度,推(tui)動人的(de)(de)全面發展,提(ti)升中(zhong)華(hua)文(wen)化(hua)影響(xiang)力(li)。
第四,人與自然和(he)諧共(gong)生(sheng)(sheng)(sheng)(sheng)(sheng),體(ti)現了(le)中(zhong)國(guo)式現代(dai)(dai)化的(de)(de)(de)共(gong)生(sheng)(sheng)(sheng)(sheng)(sheng)性。尊重自然、順應自然、保護自然,促進(jin)(jin)人與自然和(he)諧共(gong)生(sheng)(sheng)(sheng)(sheng)(sheng),是中(zhong)國(guo)式現代(dai)(dai)化的(de)(de)(de)鮮明特(te)點。黨的(de)(de)(de)十(shi)八大以來,我國(guo)堅(jian)持走生(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)優(you)先、綠(lv)色(se)發(fa)(fa)展(zhan)之(zhi)路,把(ba)“美(mei)麗中(zhong)國(guo)”納入(ru)社會(hui)主(zhu)(zhu)義現代(dai)(dai)化強(qiang)國(guo)目(mu)標,把(ba)“生(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)文明建設”納入(ru)“五位一體(ti)”總(zong)體(ti)布(bu)局,把(ba)“人與自然和(he)諧共(gong)生(sheng)(sheng)(sheng)(sheng)(sheng)”納入(ru)新(xin)時代(dai)(dai)堅(jian)持和(he)發(fa)(fa)展(zhan)中(zhong)國(guo)特(te)色(se)社會(hui)主(zhu)(zhu)義基本方(fang)略,創造(zao)了(le)舉(ju)世(shi)矚目(mu)的(de)(de)(de)生(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)奇跡(ji)和(he)綠(lv)色(se)發(fa)(fa)展(zhan)奇跡(ji),走出了(le)一條生(sheng)(sheng)(sheng)(sheng)(sheng)產發(fa)(fa)展(zhan)、生(sheng)(sheng)(sheng)(sheng)(sheng)活富裕、生(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)良(liang)好的(de)(de)(de)文明發(fa)(fa)展(zhan)道路。推進(jin)(jin)人與自然和(he)諧共(gong)生(sheng)(sheng)(sheng)(sheng)(sheng)的(de)(de)(de)現代(dai)(dai)化,要牢固樹立和(he)踐行綠(lv)水(shui)青山(shan)就是金山(shan)銀山(shan)的(de)(de)(de)理念,堅(jian)持山(shan)水(shui)林田湖草沙(sha)一體(ti)化保護和(he)系統(tong)(tong)治理,推進(jin)(jin)生(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)優(you)先、節約(yue)集(ji)約(yue)、綠(lv)色(se)低碳(tan)發(fa)(fa)展(zhan),加快發(fa)(fa)展(zhan)方(fang)式綠(lv)色(se)轉型,提(ti)升生(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)系統(tong)(tong)多樣性、穩定性、持續性,積極穩妥(tuo)推進(jin)(jin)碳(tan)達峰碳(tan)中(zhong)和(he),以高品(pin)質的(de)(de)(de)生(sheng)(sheng)(sheng)(sheng)(sheng)態(tai)環(huan)境支撐高質量發(fa)(fa)展(zhan)。
第五,走(zou)(zou)和(he)(he)(he)(he)平發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)道路,體現了(le)中國(guo)式現代(dai)化(hua)的(de)(de)開(kai)放性(xing)。堅(jian)持和(he)(he)(he)(he)平發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan),是中國(guo)式現代(dai)化(hua)的(de)(de)突出(chu)特(te)征。我們黨(dang)始終(zhong)堅(jian)定不(bu)移地站在歷史正確的(de)(de)一(yi)邊(bian)、站在人類文明進步的(de)(de)一(yi)邊(bian),以(yi)(yi)胸懷天(tian)下的(de)(de)宏闊視(shi)野將中國(guo)發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)與(yu)世(shi)界(jie)(jie)發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)統一(yi)起來,走(zou)(zou)出(chu)了(le)一(yi)條(tiao)通(tong)過合作共(gong)贏實現共(gong)同發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)、和(he)(he)(he)(he)平發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)的(de)(de)現代(dai)化(hua)道路。在堅(jian)定維(wei)護世(shi)界(jie)(jie)和(he)(he)(he)(he)平與(yu)發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)中謀求(qiu)自身(shen)(shen)發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan),又以(yi)(yi)自身(shen)(shen)發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)更(geng)好維(wei)護世(shi)界(jie)(jie)和(he)(he)(he)(he)平與(yu)發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan),為應對全人類面(mian)臨的(de)(de)共(gong)同挑戰貢(gong)獻中國(guo)智慧、中國(guo)方案、中國(guo)力量。推進走(zou)(zou)和(he)(he)(he)(he)平發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)道路的(de)(de)現代(dai)化(hua),要始終(zhong)高舉和(he)(he)(he)(he)平、發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)、合作、共(gong)贏旗幟,奉行互利共(gong)贏的(de)(de)開(kai)放戰略,弘揚(yang)全人類共(gong)同價值,推動(dong)構建(jian)人類命(ming)運共(gong)同體,通(tong)過激發(fa)(fa)(fa)(fa)(fa)內(nei)生動(dong)力與(yu)利用(yong)外部(bu)資源相(xiang)結(jie)合的(de)(de)方式來實現國(guo)家發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan),不(bu)斷以(yi)(yi)中國(guo)新發(fa)(fa)(fa)(fa)(fa)展(zhan)(zhan)為世(shi)界(jie)(jie)提(ti)供新機遇。
我們(men)黨團結帶(dai)領(ling)中國(guo)(guo)人民經過長期不(bu)懈奮斗,成(cheng)功走出中國(guo)(guo)式現(xian)代(dai)化(hua)(hua)道(dao)路,取得舉世矚(zhu)目的發展成(cheng)就。黨的十八大以來,我們(men)黨在(zai)已有(you)基礎(chu)上繼續前進,不(bu)斷(duan)實(shi)現(xian)理論(lun)和(he)實(shi)踐上的創新(xin)突破,成(cheng)功推(tui)進和(he)拓展了中國(guo)(guo)式現(xian)代(dai)化(hua)(hua)。不(bu)僅為世界發展提供新(xin)機遇新(xin)動力,而且為人類社會現(xian)代(dai)化(hua)(hua)理論(lun)和(he)實(shi)踐創新(xin)作出新(xin)貢獻。
