人力資源社會保障部 工業和信息化部部署實施專精特新中小企業就業創業揚帆計劃

為(wei)進一步支持專(zhuan)精特新中小(xiao)企(qi)業(ye)健康發展,創造更(geng)多(duo)高質量就業(ye)崗位,吸納更(geng)多(duo)重點(dian)群體就業(ye),日前,人(ren)力資源社會保障部(bu)、工業(ye)和(he)信息化(hua)部(bu)印發通知(zhi),部(bu)署實施專(zhuan)精特新中小(xiao)企(qi)業(ye)就業(ye)創業(ye)揚(yang)帆(fan)計(ji)劃。

《通(tong)知》明確七(qi)個方面內容:一是(shi)鼓勵創(chuang)(chuang)辦(ban)創(chuang)(chuang)新(xin)型中(zhong)(zhong)(zhong)小企(qi)業(ye)(ye)(ye)(ye)。加(jia)(jia)大(da)(da)創(chuang)(chuang)業(ye)(ye)(ye)(ye)幫扶(fu)力度,優先提供(gong)創(chuang)(chuang)業(ye)(ye)(ye)(ye)孵(fu)化(hua)(hua)支(zhi)(zhi)持,提供(gong)項(xiang)目指導(dao)、風險評(ping)估、實(shi)(shi)戰模(mo)擬等(deng)(deng)(deng)服(fu)(fu)(fu)務(wu)。加(jia)(jia)強融資支(zhi)(zhi)持,對(dui)(dui)符合條件的,加(jia)(jia)快落實(shi)(shi)創(chuang)(chuang)業(ye)(ye)(ye)(ye)擔(dan)保貸款、穩(wen)崗(gang)擴崗(gang)專(zhuan)(zhuan)(zhuan)項(xiang)貸款等(deng)(deng)(deng)政(zheng)(zheng)策(ce)。二是(shi)保障(zhang)企(qi)業(ye)(ye)(ye)(ye)用(yong)工。將專(zhuan)(zhuan)(zhuan)精特(te)新(xin)中(zhong)(zhong)(zhong)小企(qi)業(ye)(ye)(ye)(ye)納入(ru)重(zhong)點(dian)企(qi)業(ye)(ye)(ye)(ye)用(yong)工服(fu)(fu)(fu)務(wu)范(fan)圍,在“10+N”公(gong)共就(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)務(wu)活動(dong)(dong)中(zhong)(zhong)(zhong)設(she)立(li)招聘專(zhuan)(zhuan)(zhuan)區,促進供(gong)需(xu)匹配。深化(hua)(hua)勞務(wu)協(xie)(xie)作(zuo)機制(zhi),探索建立(li)用(yong)工余缺(que)調劑機制(zhi),緩解用(yong)工難題。三是(shi)保障(zhang)技(ji)(ji)術技(ji)(ji)能人才(cai)供(gong)給。實(shi)(shi)施(shi)數字技(ji)(ji)術工程(cheng)師(shi)培育(yu)項(xiang)目,分(fen)職(zhi)業(ye)(ye)(ye)(ye)、分(fen)方向(xiang)(xiang)、分(fen)等(deng)(deng)(deng)級(ji)開展(zhan)規范(fan)化(hua)(hua)培訓。梳理專(zhuan)(zhuan)(zhuan)精特(te)新(xin)中(zhong)(zhong)(zhong)小企(qi)業(ye)(ye)(ye)(ye)急需(xu)緊(jin)缺(que)職(zhi)業(ye)(ye)(ye)(ye)(工種)信(xin)息,推(tui)廣訂單、定(ding)(ding)向(xiang)(xiang)、定(ding)(ding)崗(gang)式培訓。四是(shi)支(zhi)(zhi)持技(ji)(ji)術技(ji)(ji)能人才(cai)發(fa)展(zhan)。動(dong)(dong)態調整職(zhi)稱(cheng)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)設(she)置,健全完善職(zhi)業(ye)(ye)(ye)(ye)標(biao)(biao)準和評(ping)價標(biao)(biao)準體系。貫(guan)通(tong)繼續(xu)教育(yu)、職(zhi)稱(cheng)評(ping)審、職(zhi)業(ye)(ye)(ye)(ye)培訓政(zheng)(zheng)策(ce),依托數字技(ji)(ji)術工程(cheng)師(shi)培育(yu)項(xiang)目取(qu)得(de)高(gao)級(ji)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)技(ji)(ji)術等(deng)(deng)(deng)級(ji)證(zheng)書(shu)(shu)的,可作(zuo)為申報高(gao)級(ji)職(zhi)稱(cheng)的重(zhong)要參考;取(qu)得(de)中(zhong)(zhong)(zhong)級(ji)、初(chu)級(ji)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)技(ji)(ji)術等(deng)(deng)(deng)級(ji)證(zheng)書(shu)(shu)的,可納入(ru)各地(di)各部門中(zhong)(zhong)(zhong)級(ji)、初(chu)級(ji)職(zhi)稱(cheng)認定(ding)(ding)范(fan)圍。五是(shi)支(zhi)(zhi)持開展(zhan)就(jiu)(jiu)業(ye)(ye)(ye)(ye)見(jian)(jian)習(xi)(xi)活動(dong)(dong)。實(shi)(shi)施(shi)專(zhuan)(zhuan)(zhuan)精特(te)新(xin)中(zhong)(zhong)(zhong)小企(qi)業(ye)(ye)(ye)(ye)青年(nian)就(jiu)(jiu)業(ye)(ye)(ye)(ye)見(jian)(jian)習(xi)(xi)領航行動(dong)(dong),開發(fa)見(jian)(jian)習(xi)(xi)崗(gang)位,建設(she)就(jiu)(jiu)業(ye)(ye)(ye)(ye)見(jian)(jian)習(xi)(xi)基地(di),對(dui)(dui)組織(zhi)開展(zhan)就(jiu)(jiu)業(ye)(ye)(ye)(ye)見(jian)(jian)習(xi)(xi)的企(qi)業(ye)(ye)(ye)(ye),落實(shi)(shi)就(jiu)(jiu)業(ye)(ye)(ye)(ye)見(jian)(jian)習(xi)(xi)補(bu)貼(tie)政(zheng)(zheng)策(ce);對(dui)(dui)見(jian)(jian)習(xi)(xi)期滿提前留(liu)用(yong)的,給予剩余期限見(jian)(jian)習(xi)(xi)補(bu)貼(tie)。六是(shi)支(zhi)(zhi)持構建和諧勞動(dong)(dong)關(guan)系。指導(dao)企(qi)業(ye)(ye)(ye)(ye)依法(fa)合規用(yong)工,鼓勵圍繞勞動(dong)(dong)報酬、休息休假(jia)、福利待遇等(deng)(deng)(deng)開展(zhan)集體協(xie)(xie)商。加(jia)(jia)強勞動(dong)(dong)爭議隱(yin)患排查,健全重(zhong)大(da)(da)集體勞動(dong)(dong)爭議應(ying)急處置機制(zhi),保障(zhang)企(qi)業(ye)(ye)(ye)(ye)和勞動(dong)(dong)者(zhe)合法(fa)權益。七(qi)是(shi)打(da)包兌現就(jiu)(jiu)業(ye)(ye)(ye)(ye)扶(fu)持政(zheng)(zheng)策(ce)。加(jia)(jia)強大(da)(da)數據(ju)應(ying)用(yong),開展(zhan)數據(ju)比(bi)對(dui)(dui),主動(dong)(dong)向(xiang)(xiang)受益對(dui)(dui)象推(tui)送(song)政(zheng)(zheng)策(ce)。推(tui)進“人社(she)服(fu)(fu)(fu)務(wu)快辦(ban)行動(dong)(dong)”,推(tui)廣“直補(bu)快辦(ban)”模(mo)式,按(an)規定(ding)(ding)一攬子兌現吸納就(jiu)(jiu)業(ye)(ye)(ye)(ye)補(bu)貼(tie)、社(she)保補(bu)貼(tie)、擴崗(gang)補(bu)助等(deng)(deng)(deng)政(zheng)(zheng)策(ce)。

《通知》要(yao)求,強(qiang)(qiang)化組織領(ling)導,細(xi)化工作(zuo)(zuo)措(cuo)施,加強(qiang)(qiang)指(zhi)導調度,跟蹤工作(zuo)(zuo)進展,確保落到(dao)實處。挖(wa)掘選樹一批吸納就業數量較多、具(ju)有良(liang)好(hao)社(she)會聲譽的(de)專精特新中小企業,發揮示范引領(ling)作(zuo)(zuo)用(yong),營(ying)造良(liang)好(hao)輿論氛圍。
