農業農村部關于加快農業全產業鏈培育發展的指導意見

各(ge)省、自治區、直(zhi)轄市及計(ji)劃單列市農(nong)業農(nong)村(cun)(農(nong)牧)廳(局、委(wei)),新疆生產建設兵團農(nong)業農(nong)村(cun)局:

  農(nong)業(ye)(ye)全(quan)(quan)產業(ye)(ye)鏈是農(nong)業(ye)(ye)研發、生(sheng)產、加(jia)工、儲(chu)運、銷售、品(pin)牌、體驗(yan)、消費(fei)、服務(wu)等(deng)環節和(he)主體緊(jin)密關聯、有效銜接、耦(ou)合(he)配套、協同發展(zhan)(zhan)的有機整體。近(jin)年(nian)來(lai),我國(guo)農(nong)業(ye)(ye)全(quan)(quan)產業(ye)(ye)鏈發展(zhan)(zhan)加(jia)快(kuai),但仍存在不(bu)少(shao)短(duan)板和(he)薄弱環節。為貫徹落實2021年(nian)中央一號文件精神和(he)《國(guo)務(wu)院關于(yu)促(cu)進鄉村(cun)產業(ye)(ye)振興的指導意(yi)見》(國(guo)發〔2019〕12號)要求,加(jia)快(kuai)培育(yu)發展(zhan)(zhan)農(nong)業(ye)(ye)全(quan)(quan)產業(ye)(ye)鏈,現提(ti)出如下意(yi)見。

  一、總體要求

  (一)指導(dao)思想(xiang)。以(yi)習近平新時代中(zhong)(zhong)(zhong)國特色社會主義(yi)思想(xiang)為指導(dao),全(quan)面(mian)貫(guan)徹黨的(de)十(shi)九大和十(shi)九屆(jie)二(er)中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)、四中(zhong)(zhong)(zhong)、五中(zhong)(zhong)(zhong)全(quan)會精神(shen),深(shen)入貫(guan)徹新發展理(li)念,緊緊圍(wei)繞“保(bao)供固安全(quan)、振興暢循環”,以(yi)完善利益聯結機制為紐帶(dai),推進延鏈(lian)(lian)、補鏈(lian)(lian)、壯鏈(lian)(lian)、優鏈(lian)(lian),從抓(zhua)(zhua)(zhua)生產到抓(zhua)(zhua)(zhua)鏈(lian)(lian)條、從抓(zhua)(zhua)(zhua)產品到抓(zhua)(zhua)(zhua)產業(ye)(ye)、從抓(zhua)(zhua)(zhua)環節到抓(zhua)(zhua)(zhua)體系轉(zhuan)變,貫(guan)通(tong)產加銷、融合農文旅,拓展鄉村(cun)多種(zhong)功能,拓展產業(ye)(ye)增值增效空間,打造一批(pi)創新能力強、產業(ye)(ye)鏈(lian)(lian)條全(quan)、綠色底色足、安全(quan)可(ke)控制、聯農帶(dai)農緊的(de)農業(ye)(ye)全(quan)產業(ye)(ye)鏈(lian)(lian),為鄉村(cun)全(quan)面(mian)振興和農業(ye)(ye)農村(cun)現代化提(ti)供支撐。

  (二)基本原則。

  ——堅持(chi)統籌謀劃。聚焦產(chan)業(ye)基礎高級(ji)化、產(chan)業(ye)鏈現代化,推動一產(chan)往后延、二產(chan)兩頭連(lian)、三產(chan)走(zou)高端,補齊(qi)產(chan)業(ye)鏈短板,鍛造產(chan)業(ye)鏈長板,促進全環節提升、全鏈條增值(zhi)、全產(chan)業(ye)融合。

  ——堅持(chi)協(xie)同(tong)推進。促(cu)進多主體(ti)分工協(xie)作、多要素(su)投入保障、多層次利益協(xie)調、多政策配套(tao)服務,形成政府引導、農戶參與、企(qi)業(ye)帶(dai)動(dong)、科技支撐、金融助力(li)的良(liang)好產業(ye)生態(tai)。

  ——堅持創新(xin)(xin)驅(qu)動(dong)。圍(wei)繞(rao)(rao)產(chan)業鏈(lian)(lian)部署(shu)創新(xin)(xin)鏈(lian)(lian),圍(wei)繞(rao)(rao)創新(xin)(xin)鏈(lian)(lian)配(pei)置資金鏈(lian)(lian)、資源鏈(lian)(lian),引進培育核心關(guan)鍵(jian)人(ren)才(cai),建立“產(chan)學(xue)研用(yong)”創新(xin)(xin)機制,促進技術創新(xin)(xin)、產(chan)品創新(xin)(xin)、模式創新(xin)(xin)和管理創新(xin)(xin)。

  ——堅持聯(lian)農(nong)帶農(nong)。挖掘農(nong)業(ye)食品保(bao)障、生態涵養(yang)、休閑體驗、文(wen)化傳承等多(duo)種功能,提升生產、生活、生態等多(duo)元價值,推動農(nong)業(ye)價值鏈(lian)向中高端躍升。完善利(li)益(yi)(yi)聯(lian)結機制,讓農(nong)民更多(duo)分享(xiang)產業(ye)增(zeng)值收益(yi)(yi)。

  (三)總體目標。到2025年(nian),農業(ye)全產(chan)(chan)(chan)業(ye)鏈(lian)(lian)(lian)(lian)(lian)標準體系更加健全,農業(ye)全產(chan)(chan)(chan)業(ye)鏈(lian)(lian)(lian)(lian)(lian)價(jia)值占縣(xian)域生產(chan)(chan)(chan)總值的比重(zhong)(zhong)(zhong)實現較大幅度提高,鄉村產(chan)(chan)(chan)業(ye)鏈(lian)(lian)(lian)(lian)(lian)供應鏈(lian)(lian)(lian)(lian)(lian)現代(dai)化水平明(ming)顯提升,現代(dai)農業(ye)產(chan)(chan)(chan)業(ye)體系基本形(xing)成。糧棉(mian)油糖、肉(rou)禽蛋奶等重(zhong)(zhong)(zhong)要農產(chan)(chan)(chan)品(pin)全產(chan)(chan)(chan)業(ye)鏈(lian)(lian)(lian)(lian)(lian)基本建成,國內生產(chan)(chan)(chan)供應體系安全可控。果(guo)菜(cai)菌茶、水產(chan)(chan)(chan)品(pin)、特色農產(chan)(chan)(chan)品(pin)全產(chan)(chan)(chan)業(ye)鏈(lian)(lian)(lian)(lian)(lian)不(bu)斷健全。培(pei)育一批年(nian)產(chan)(chan)(chan)值超百億的農業(ye)“鏈(lian)(lian)(lian)(lian)(lian)主”企(qi)業(ye),打造一批全產(chan)(chan)(chan)業(ye)鏈(lian)(lian)(lian)(lian)(lian)價(jia)值超百億的典型縣(xian),發展一批省域全產(chan)(chan)(chan)業(ye)鏈(lian)(lian)(lian)(lian)(lian)價(jia)值超千億的重(zhong)(zhong)(zhong)點(dian)鏈(lian)(lian)(lian)(lian)(lian)。

  二(er)、延伸(shen)產(chan)業(ye)鏈條,構建完(wan)整完(wan)備的農業(ye)全(quan)產(chan)業(ye)鏈

  (四(si))聚焦(jiao)規(gui)模化(hua)主(zhu)導產(chan)(chan)業(ye)(ye)(ye)。選準聚集(ji)度較(jiao)高(gao)、影響國計民(min)(min)(min)生的糧食和重(zhong)要農產(chan)(chan)品,以及(ji)滿(man)足人民(min)(min)(min)多樣需要的特(te)色(se)農產(chan)(chan)品,促進產(chan)(chan)業(ye)(ye)(ye)形(xing)態更高(gao)級、優(you)勢更明(ming)顯、特(te)色(se)更突出(chu)。找準高(gao)成(cheng)長(chang)性、高(gao)關聯性、高(gao)盈利性、多層(ceng)次性、多業(ye)(ye)(ye)態類型(xing)的產(chan)(chan)業(ye)(ye)(ye),建(jian)設標(biao)準化(hua)原料基地、集(ji)約化(hua)加工鏈條、網(wang)絡化(hua)服務(wu)體(ti)系(xi)、品牌(pai)化(hua)營銷(xiao)渠道。引(yin)導龍頭企業(ye)(ye)(ye)牽頭,農民(min)(min)(min)合(he)作社、家庭農場和廣大農民(min)(min)(min)跟進,科研(yan)、金融、互聯網(wang)、品牌(pai)創意(yi)機構參(can)與,形(xing)成(cheng)廣泛的利益聯合(he)體(ti)。

  (五)建設標(biao)(biao)(biao)準化(hua)(hua)(hua)(hua)原料(liao)基(ji)(ji)地(di)。以(yi)產(chan)(chan)品為主線、全(quan)(quan)(quan)程質量(liang)控制(zhi)為核心,加(jia)快構建現代(dai)農業(ye)全(quan)(quan)(quan)產(chan)(chan)業(ye)鏈標(biao)(biao)(biao)準體(ti)系及相關(guan)標(biao)(biao)(biao)準綜(zong)合體(ti),提(ti)升(sheng)按標(biao)(biao)(biao)生產(chan)(chan)水(shui)平。建設標(biao)(biao)(biao)準化(hua)(hua)(hua)(hua)原料(liao)和生產(chan)(chan)基(ji)(ji)地(di),按照“專(zhuan)種專(zhuan)收專(zhuan)儲專(zhuan)加(jia)專(zhuan)用(yong)、優(you)(you)產(chan)(chan)優(you)(you)購(gou)優(you)(you)儲優(you)(you)加(jia)優(you)(you)價”要(yao)求,建設標(biao)(biao)(biao)準化(hua)(hua)(hua)(hua)、規模化(hua)(hua)(hua)(hua)、機(ji)械化(hua)(hua)(hua)(hua)、優(you)(you)質化(hua)(hua)(hua)(hua)原料(liao)基(ji)(ji)地(di)。全(quan)(quan)(quan)面試行食用(yong)農產(chan)(chan)品達標(biao)(biao)(biao)合格證制(zhi)度,建設一批現代(dai)農業(ye)全(quan)(quan)(quan)產(chan)(chan)業(ye)鏈標(biao)(biao)(biao)準化(hua)(hua)(hua)(hua)基(ji)(ji)地(di)、果(guo)菜菌茶(cha)標(biao)(biao)(biao)準園、畜禽養殖(zhi)標(biao)(biao)(biao)準化(hua)(hua)(hua)(hua)示范場、國家級水(shui)產(chan)(chan)健康養殖(zhi)和生態養殖(zhi)示范區以(yi)及國家海(hai)洋(yang)漁(yu)業(ye)基(ji)(ji)地(di)建設,打造標(biao)(biao)(biao)準化(hua)(hua)(hua)(hua)“第(di)一車間(jian)(jian)”“原料(liao)車間(jian)(jian)”。提(ti)升(sheng)基(ji)(ji)地(di)設施裝(zhuang)備數字化(hua)(hua)(hua)(hua)水(shui)平,加(jia)強田間(jian)(jian)路渠管網建設,配套(tao)高效(xiao)機(ji)械設施和智能化(hua)(hua)(hua)(hua)生產(chan)(chan),有效(xiao)運用(yong)物(wu)聯網、大數據(ju)、節水(shui)灌溉、測土配方、生物(wu)防(fang)治等新技術。

  (六(liu))發(fa)展(zhan)(zhan)(zhan)精(jing)細化(hua)(hua)綜(zong)(zong)合加(jia)(jia)(jia)工(gong)(gong)(gong)(gong)。拓(tuo)展(zhan)(zhan)(zhan)農(nong)(nong)產(chan)品(pin)(pin)初加(jia)(jia)(jia)工(gong)(gong)(gong)(gong),支持新型經營主體(ti)發(fa)展(zhan)(zhan)(zhan)清洗(xi)分揀、烘干儲藏、殺菌消毒、預冷保鮮(xian)、凈(jing)菜鮮(xian)切、分級(ji)分割、產(chan)品(pin)(pin)包裝等(deng),開展(zhan)(zhan)(zhan)干制(zhi)、腌制(zhi)、熟制(zhi)等(deng)初加(jia)(jia)(jia)工(gong)(gong)(gong)(gong),實(shi)現減損(sun)增效(xiao)。提升農(nong)(nong)產(chan)品(pin)(pin)精(jing)深加(jia)(jia)(jia)工(gong)(gong)(gong)(gong),引導大型農(nong)(nong)業企業開發(fa)營養均衡、養生保健、食藥同源(yuan)的加(jia)(jia)(jia)工(gong)(gong)(gong)(gong)食品(pin)(pin)和(he)質(zhi)優價廉、物美實(shi)用(yong)(yong)的非食用(yong)(yong)加(jia)(jia)(jia)工(gong)(gong)(gong)(gong)產(chan)品(pin)(pin),提升農(nong)(nong)產(chan)品(pin)(pin)加(jia)(jia)(jia)工(gong)(gong)(gong)(gong)轉化(hua)(hua)增值(zhi)空間(jian)。推(tui)進(jin)綜(zong)(zong)合利(li)用(yong)(yong)加(jia)(jia)(jia)工(gong)(gong)(gong)(gong),推(tui)進(jin)加(jia)(jia)(jia)工(gong)(gong)(gong)(gong)副產(chan)物循環、全值(zhi)、梯次(ci)利(li)用(yong)(yong),實(shi)現變廢為(wei)(wei)寶(bao)、化(hua)(hua)害為(wei)(wei)利(li)。

  (七(qi))搭(da)建(jian)(jian)(jian)體系(xi)化物(wu)(wu)流網絡。鼓(gu)勵龍(long)頭(tou)企(qi)業(ye)、新型(xing)經營主體和農(nong)戶建(jian)(jian)(jian)設通風貯藏庫(ku)(ku)(ku)、機械冷庫(ku)(ku)(ku)、超低溫貯運(yun)、氣調貯藏庫(ku)(ku)(ku)等設施,提(ti)高(gao)農(nong)產品(pin)商(shang)品(pin)化處理和錯峰銷(xiao)(xiao)售(shou)能(neng)力。鼓(gu)勵建(jian)(jian)(jian)設農(nong)產品(pin)產地市場、骨干冷鏈物(wu)(wu)流基(ji)地、區域物(wu)(wu)流中(zhong)心(xin)、直(zhi)銷(xiao)(xiao)配(pei)送中(zhong)心(xin)、電(dian)商(shang)交易中(zhong)心(xin),提(ti)升(sheng)農(nong)產品(pin)產地集散分(fen)銷(xiao)(xiao)能(neng)力。創新發(fa)(fa)展農(nong)商(shang)直(zhi)供(gong)、預制菜(cai)肴、餐(can)飲(yin)外賣、冷鏈配(pei)送、自營門店、商(shang)超專(zhuan)柜、團餐(can)服(fu)務、在(zai)線銷(xiao)(xiao)售(shou)、場景銷(xiao)(xiao)售(shou)等業(ye)態,開(kai)發(fa)(fa)推廣(guang)“原料基(ji)地+中(zhong)央廚(chu)房(fang)+物(wu)(wu)流配(pei)送”、“中(zhong)央廚(chu)房(fang)+餐(can)飲(yin)門店”等模式。

  (八)開展(zhan)品(pin)(pin)(pin)牌(pai)(pai)化(hua)(hua)市場(chang)營(ying)銷(xiao)(xiao)。深入推(tui)進(jin)農業品(pin)(pin)(pin)牌(pai)(pai)目錄制度建(jian)設(she),推(tui)進(jin)品(pin)(pin)(pin)種培優、品(pin)(pin)(pin)質(zhi)提升(sheng)(sheng)、品(pin)(pin)(pin)牌(pai)(pai)打造和(he)標(biao)準化(hua)(hua)生產(chan)(chan),塑強一批(pi)(pi)品(pin)(pin)(pin)質(zhi)優良、特色(se)鮮明的精(jing)品(pin)(pin)(pin)區域公用品(pin)(pin)(pin)牌(pai)(pai)。引進(jin)和(he)培育(yu)(yu)一批(pi)(pi)有自主知識(shi)產(chan)(chan)權(quan)和(he)品(pin)(pin)(pin)牌(pai)(pai)效應(ying)的骨(gu)干企(qi)業,引導企(qi)業與農戶等(deng)共(gong)創企(qi)業品(pin)(pin)(pin)牌(pai)(pai)。培育(yu)(yu)一批(pi)(pi)“土字號”、“鄉字號”產(chan)(chan)品(pin)(pin)(pin)品(pin)(pin)(pin)牌(pai)(pai)。創新品(pin)(pin)(pin)牌(pai)(pai)營(ying)銷(xiao)(xiao)推(tui)介(jie),通過博覽會(hui)(hui)、交(jiao)易會(hui)(hui)、展(zhan)銷(xiao)(xiao)會(hui)(hui)等(deng)平臺,以及網絡(luo)視(shi)頻、直播(bo)帶貨(huo)等(deng)形式,講好(hao)品(pin)(pin)(pin)牌(pai)(pai)故事,提升(sheng)(sheng)品(pin)(pin)(pin)牌(pai)(pai)溢價(jia)能力。

  (九(jiu))推(tui)進(jin)社會(hui)(hui)化(hua)(hua)全(quan)程服(fu)務。支持市場主體建(jian)設區域性農業(ye)全(quan)產業(ye)鏈綜合(he)服(fu)務中(zhong)心,整合(he)農資、農機、農藝、技術、信(xin)息、人才等各類生(sheng)產要(yao)素和服(fu)務主體,以科(ke)技創(chuang)新為(wei)主動力(li)、原料基地(di)為(wei)主陣地(di)、產業(ye)園區為(wei)主戰場,提供全(quan)程專業(ye)社會(hui)(hui)化(hua)(hua)服(fu)務,提升(sheng)農業(ye)生(sheng)產經營規(gui)(gui)模(mo)化(hua)(hua)、集約化(hua)(hua)、專業(ye)化(hua)(hua)、標準化(hua)(hua)、信(xin)息化(hua)(hua)水平。開展社會(hui)(hui)化(hua)(hua)服(fu)務規(gui)(gui)范(fan)化(hua)(hua)創(chuang)新試(shi)點,規(gui)(gui)范(fan)服(fu)務標準化(hua)(hua)建(jian)設、服(fu)務價(jia)格指導、服(fu)務合(he)同監管(guan),建(jian)立(li)社會(hui)(hui)化(hua)(hua)、專業(ye)化(hua)(hua)、市場化(hua)(hua)服(fu)務體系(xi)。

  (十)推(tui)廣(guang)(guang)綠(lv)(lv)(lv)色化發(fa)展模式。集成推(tui)廣(guang)(guang)適應(ying)性廣(guang)(guang)、實用性強的綠(lv)(lv)(lv)色技術模式,促進種養循(xun)環、產(chan)加一體、糧飼兼(jian)顧(gu)、農牧結合(he)、草畜配(pei)套,實現產(chan)業鏈全程(cheng)綠(lv)(lv)(lv)色化發(fa)展。支持國(guo)家(jia)農業綠(lv)(lv)(lv)色發(fa)展先(xian)行區建設(she),建設(she)綠(lv)(lv)(lv)色產(chan)品(pin)(pin)集聚區,引導(dao)農產(chan)品(pin)(pin)加工企(qi)業建設(she)清(qing)潔(jie)化、智(zhi)能化綜合(he)利用生(sheng)產(chan)線。推(tui)動農業生(sheng)態(tai)價值轉化,做精(jing)鄉村休(xiu)閑(xian)旅游(you),培(pei)育發(fa)展創(chuang)意農業、休(xiu)閑(xian)農業、教育農園、康養農業、體驗農業等。鼓勵打(da)造聚合(he)生(sheng)產(chan)、加工、冷鏈、營(ying)銷、品(pin)(pin)牌和資(zi)源養護的綠(lv)(lv)(lv)色遠洋(yang)漁業全產(chan)業鏈經營(ying)形態(tai)。

  (十一(yi))促(cu)進數字(zi)化(hua)轉(zhuan)型(xing)升級。建設(she)全產(chan)(chan)(chan)(chan)業(ye)鏈大(da)數據(ju)中心,構建全過程管(guan)理數據(ju)和分析(xi)服務模型(xing),健全市(shi)場和產(chan)(chan)(chan)(chan)業(ye)損害監(jian)測預警(jing)體(ti)系(xi),開發(fa)提供產(chan)(chan)(chan)(chan)品(pin)(pin)生產(chan)(chan)(chan)(chan)情(qing)況、行情(qing)資訊、供需平(ping)衡等服務。加強(qiang)農村(cun)電商(shang)(shang)主體(ti)培(pei)訓培(pei)育(yu),引導農業(ye)生產(chan)(chan)(chan)(chan)基地、農產(chan)(chan)(chan)(chan)品(pin)(pin)加工(gong)企業(ye)、農資配送企業(ye)、物流(liu)企業(ye)應用電子(zi)商(shang)(shang)務。實施“互(hu)聯(lian)網+”農產(chan)(chan)(chan)(chan)品(pin)(pin)出村(cun)進城工(gong)程,充(chong)分發(fa)揮品(pin)(pin)牌(pai)農產(chan)(chan)(chan)(chan)品(pin)(pin)綜合服務平(ping)臺和益農信息(xi)社(she)作(zuo)用,加強(qiang)與(yu)大(da)型(xing)知名電子(zi)商(shang)(shang)務平(ping)臺合作(zuo),開設(she)地方特色館,發(fa)展直播帶貨、直供直銷等新業(ye)態。

  三(san)、完善支撐體系(xi),提升全產業鏈穩定性和競(jing)爭力

  (十(shi)二)融(rong)合(he)創新(xin)鏈(lian)(lian)。推動產業(ye)(ye)鏈(lian)(lian)創新(xin)鏈(lian)(lian)緊密融(rong)合(he),打造共性(xing)技(ji)術(shu)(shu)研發平臺和創新(xin)聯合(he)體。依托國(guo)家(jia)農(nong)產品(pin)加工(gong)研發中(zhong)心及其分中(zhong)心,以企業(ye)(ye)為主體組織開(kai)展(zhan)聯合(he)攻關(guan),著力(li)攻克食品(pin)預處理、分離提(ti)取、混合(he)均質(zhi)、灌(guan)裝(zhuang)、包裝(zhuang)等重(zhong)點關(guan)鍵技(ji)術(shu)(shu)。開(kai)展(zhan)品(pin)種(zhong)創新(xin),保護利用(yong)特色種(zhong)質(zhi)資源,選育(yu)高(gao)產、優(you)質(zhi)、多抗的(de)新(xin)品(pin)種(zhong),推廣(guang)具(ju)有自主知識(shi)產權的(de)優(you)良品(pin)種(zhong)。組織裝(zhuang)備創制,建設一(yi)批農(nong)產品(pin)加工(gong)技(ji)術(shu)(shu)集(ji)成(cheng)科研基地,培育(yu)一(yi)批中(zhong)國(guo)農(nong)業(ye)(ye)食品(pin)創新(xin)產業(ye)(ye)園(yuan)區,發展(zhan)一(yi)批農(nong)業(ye)(ye)高(gao)新(xin)技(ji)術(shu)(shu)產業(ye)(ye),集(ji)成(cheng)創制先(xian)進適用(yong)的(de)加工(gong)新(xin)技(ji)術(shu)(shu)新(xin)裝(zhuang)備。支(zhi)持生(sheng)態(tai)節能遠洋漁船漁具(ju)開(kai)發與專業(ye)(ye)智能裝(zhuang)備設施研制應用(yong)。

  (十三)優化(hua)供(gong)應(ying)(ying)鏈(lian)(lian)。鼓勵各類農(nong)業(ye)(ye)經營主體(ti)合作建立農(nong)業(ye)(ye)供(gong)應(ying)(ying)鏈(lian)(lian)體(ti)系(xi),發展種(zhong)養加、產供(gong)銷(xiao)、內外貿(mao)一體(ti)化(hua)的現代農(nong)業(ye)(ye)。推動大(da)型龍頭企業(ye)(ye)應(ying)(ying)用精益供(gong)應(ying)(ying)鏈(lian)(lian)等管理(li)技(ji)術,完善從產品研發、生產加工到營銷(xiao)服務(wu)的全鏈(lian)(lian)條供(gong)應(ying)(ying)鏈(lian)(lian)體(ti)系(xi)。健全綠(lv)色智能農(nong)產品供(gong)應(ying)(ying)鏈(lian)(lian),鼓勵構建采購、倉儲(chu)、配送(song)供(gong)應(ying)(ying)鏈(lian)(lian)協同平(ping)臺,培育(yu)農(nong)商直(zhi)供(gong)、直(zhi)供(gong)直(zhi)銷(xiao)、會員制(zhi)、個人定制(zhi)等模式,推進農(nong)商互(hu)聯、產銷(xiao)銜接,再造業(ye)(ye)務(wu)流程(cheng),降低交易成(cheng)本,提高供(gong)給質量和效率。

  (十(shi)四)提(ti)升(sheng)價值(zhi)鏈(lian)。以拓展產業(ye)(ye)增值(zhi)空(kong)間(jian)為重(zhong)點(dian),開發特色化(hua)、多樣化(hua)產品,提(ti)升(sheng)產業(ye)(ye)附加(jia)值(zhi)。對(dui)接終(zhong)端市場需求,促(cu)進農戶(hu)生(sheng)產、企業(ye)(ye)加(jia)工(gong)、客戶(hu)營銷和終(zhong)端消費連成(cheng)一體(ti)、協(xie)同運作(zuo),實現上(shang)下游企業(ye)(ye)協(xie)同采購、協(xie)同生(sheng)產、協(xie)同物流,促(cu)進大(da)中小(xiao)企業(ye)(ye)專業(ye)(ye)化(hua)分工(gong)協(xie)作(zuo),快速響應市場需求,縮短(duan)生(sheng)產周期和新品上(shang)市時間(jian)。

  (十(shi)五)暢通資金(jin)鏈(lian)。建(jian)立農(nong)(nong)業(ye)(ye)(ye)全(quan)產(chan)(chan)業(ye)(ye)(ye)鏈(lian)項目庫(ku),統籌(chou)利(li)用(yong)(yong)財政涉農(nong)(nong)資金(jin)、地(di)方(fang)專(zhuan)項債券等資金(jin)渠道,發揮社會資本投資作用(yong)(yong),加大(da)對農(nong)(nong)業(ye)(ye)(ye)全(quan)產(chan)(chan)業(ye)(ye)(ye)鏈(lian)優(you)質品種、專(zhuan)用(yong)(yong)農(nong)(nong)資和基(ji)地(di)建(jian)設的支持。鼓勵開(kai)發農(nong)(nong)業(ye)(ye)(ye)全(quan)產(chan)(chan)業(ye)(ye)(ye)鏈(lian)保險險種,發揮農(nong)(nong)業(ye)(ye)(ye)信(xin)貸擔保體系作用(yong)(yong),引(yin)導金(jin)融機構提(ti)供產(chan)(chan)業(ye)(ye)(ye)鏈(lian)信(xin)貸服務。依托新(xin)型(xing)農(nong)(nong)業(ye)(ye)(ye)經營主(zhu)體信(xin)息直報系統平臺,運(yun)用(yong)(yong)農(nong)(nong)業(ye)(ye)(ye)全(quan)產(chan)(chan)業(ye)(ye)(ye)鏈(lian)政務信(xin)息,開(kai)展(zhan)專(zhuan)項金(jin)融服務,進一步推動“銀稅互(hu)動”工作。支持開(kai)展(zhan)供應鏈(lian)金(jin)融,引(yin)導龍頭(tou)企業(ye)(ye)(ye)為(wei)全(quan)產(chan)(chan)業(ye)(ye)(ye)鏈(lian)上(shang)的小農(nong)(nong)戶(hu)和新(xin)型(xing)經營主(zhu)體提(ti)供擔保和增信(xin)服務。

   四、強化保障措(cuo)施,促(cu)進(jin)全產業鏈(lian)素質整體躍升

  (十六)找(zhao)準抓手,形成合力(li)。省級農業(ye)(ye)(ye)(ye)(ye)(ye)(ye)農村部(bu)門要(yao)把培育發展農業(ye)(ye)(ye)(ye)(ye)(ye)(ye)全(quan)(quan)(quan)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)鏈(lian)(lian)作為(wei)重(zhong)要(yao)任(ren)務,制定(ding)并實施農業(ye)(ye)(ye)(ye)(ye)(ye)(ye)全(quan)(quan)(quan)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)鏈(lian)(lian)培育發展實施方案,精心組(zu)織、精密謀劃(hua)、精細(xi)指導。開展農業(ye)(ye)(ye)(ye)(ye)(ye)(ye)全(quan)(quan)(quan)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)鏈(lian)(lian)“鏈(lian)(lian)長”制試點,建立統籌推進(jin)、分工協(xie)作的(de)(de)工作機(ji)制,組(zu)織梳理農業(ye)(ye)(ye)(ye)(ye)(ye)(ye)全(quan)(quan)(quan)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)鏈(lian)(lian)圖譜,圍繞(rao)“補短板,強(qiang)弱項(xiang)”,建立基礎(chu)能(neng)力(li)改(gai)造升級甚至(zhi)換代清單、延鏈(lian)(lian)補鏈(lian)(lian)清單,提出產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)鏈(lian)(lian)技術路線、應用(yong)領域、區(qu)域分布等,出臺相應配套支(zhi)持(chi)政策。支(zhi)持(chi)農業(ye)(ye)(ye)(ye)(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)化龍頭企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)擔(dan)任(ren)“鏈(lian)(lian)主(zhu)”,組(zu)織育種育苗、生產(chan)基地、倉儲設施、科研院所(suo)、加工流(liu)通(tong)、產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)協(xie)會、服務機(ji)構、電(dian)商平臺、融資機(ji)構等經營主(zhu)體(ti),一(yi)體(ti)打(da)造農業(ye)(ye)(ye)(ye)(ye)(ye)(ye)全(quan)(quan)(quan)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)鏈(lian)(lian)。農業(ye)(ye)(ye)(ye)(ye)(ye)(ye)農村部(bu)將組(zu)織遴選(xuan)一(yi)批科技驅(qu)動(dong)、基地推動(dong)、企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)帶動(dong)、品牌拉動(dong)的(de)(de)全(quan)(quan)(quan)國農業(ye)(ye)(ye)(ye)(ye)(ye)(ye)全(quan)(quan)(quan)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)鏈(lian)(lian),開展全(quan)(quan)(quan)國農業(ye)(ye)(ye)(ye)(ye)(ye)(ye)全(quan)(quan)(quan)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)鏈(lian)(lian)重(zhong)點鏈(lian)(lian)和全(quan)(quan)(quan)國農業(ye)(ye)(ye)(ye)(ye)(ye)(ye)全(quan)(quan)(quan)產(chan)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)鏈(lian)(lian)典型(xing)縣認定(ding)。

  (十(shi)七)搭(da)建(jian)(jian)平(ping)臺(tai),聚合(he)(he)要(yao)(yao)素(su)。建(jian)(jian)設農(nong)(nong)(nong)產(chan)品加工(gong)園區平(ping)臺(tai),強化科(ke)技(ji)(ji)研(yan)發、融(rong)資擔(dan)保、檢驗檢測等(deng)服務,完善(shan)倉儲物流(liu)、供(gong)(gong)能(neng)供(gong)(gong)熱(re)、廢污(wu)處(chu)理等(deng)設施(shi),力爭在每個農(nong)(nong)(nong)牧漁(yu)業(ye)大縣(市(shi))建(jian)(jian)設一(yi)個農(nong)(nong)(nong)產(chan)品加工(gong)園,同時(shi)建(jian)(jian)設一(yi)批(pi)全國一(yi)流(liu)、世(shi)界領先的中(zhong)國國際(ji)農(nong)(nong)(nong)產(chan)品加工(gong)產(chan)業(ye)園。搭(da)建(jian)(jian)信息交流(liu)平(ping)臺(tai),將原料商(shang)、加工(gong)商(shang)、采購商(shang)、投資商(shang)、營(ying)銷(xiao)商(shang)吸(xi)引到平(ping)臺(tai)上,為其提供(gong)(gong)全方位市(shi)場服務。搭(da)建(jian)(jian)企(qi)科(ke)對接(jie)(jie)平(ping)臺(tai),梳理關鍵核心技(ji)(ji)術斷點,按照(zhao)“揭(jie)榜(bang)掛(gua)帥”要(yao)(yao)求,組織聯合(he)(he)攻關。面向科(ke)研(yan)院所、企(qi)業(ye)征集(ji)優秀(xiu)創(chuang)新成(cheng)(cheng)果(guo),健全成(cheng)(cheng)果(guo)轉(zhuan)(zhuan)移轉(zhuan)(zhuan)化直通機(ji)制。支持科(ke)技(ji)(ji)人員以科(ke)技(ji)(ji)成(cheng)(cheng)果(guo)入股(gu)農(nong)(nong)(nong)業(ye)企(qi)業(ye),建(jian)(jian)立(li)健全科(ke)研(yan)人員校企(qi)、院企(qi)共(gong)建(jian)(jian)雙聘機(ji)制,組建(jian)(jian)產(chan)業(ye)專家團隊或專家顧(gu)問組。搭(da)建(jian)(jian)土(tu)地要(yao)(yao)素(su)對接(jie)(jie)平(ping)臺(tai),按照(zhao)《自然資源部 國家發展(zhan)改(gai)革委 農(nong)(nong)(nong)業(ye)農(nong)(nong)(nong)村部關于(yu)保障和(he)規范農(nong)(nong)(nong)村一(yi)二(er)三產(chan)業(ye)融(rong)合(he)(he)發展(zhan)用(yong)地的通知》精神,通過產(chan)業(ye)科(ke)學規劃安(an)排一(yi)批(pi)、園區整合(he)(he)供(gong)(gong)應一(yi)批(pi)、增減掛(gua)鉤(gou)支持一(yi)批(pi)、存量(liang)用(yong)地挖(wa)潛一(yi)批(pi)、設施(shi)農(nong)(nong)(nong)用(yong)地保障一(yi)批(pi),解決好農(nong)(nong)(nong)業(ye)全產(chan)業(ye)鏈用(yong)地問題。

  (十八)建設載體,筑牢支(zhi)撐。將現(xian)有農(nong)業(ye)(ye)(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)融合項目(mu)和農(nong)產(chan)(chan)品倉儲保鮮冷鏈(lian)設施建設與農(nong)業(ye)(ye)(ye)(ye)(ye)全(quan)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈(lian)有機銜接,打造“一(yi)村一(yi)品”示范(fan)村,建設一(yi)批農(nong)業(ye)(ye)(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)強(qiang)鎮、現(xian)代農(nong)業(ye)(ye)(ye)(ye)(ye)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)園(yuan)、優勢特(te)色(se)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)集群。建設返鄉(xiang)(xiang)入鄉(xiang)(xiang)創(chuang)業(ye)(ye)(ye)(ye)(ye)園(yuan)和孵化(hua)實訓基地,支(zhi)持“鏈(lian)主”企業(ye)(ye)(ye)(ye)(ye)家(jia)擔任創(chuang)業(ye)(ye)(ye)(ye)(ye)導師,引導返鄉(xiang)(xiang)入鄉(xiang)(xiang)人(ren)員圍(wei)繞農(nong)業(ye)(ye)(ye)(ye)(ye)全(quan)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈(lian)開展(zhan)創(chuang)業(ye)(ye)(ye)(ye)(ye)創(chuang)新。創(chuang)新項目(mu)運營管(guan)理(li)模式,強(qiang)化(hua)行政引導、政策支(zhi)持和差異化(hua)發(fa)展(zhan),建立人(ren)地錢物信息直通車機制,構建農(nong)業(ye)(ye)(ye)(ye)(ye)全(quan)產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈(lian)“龍頭(tou)企業(ye)(ye)(ye)(ye)(ye)驅動、配套企業(ye)(ye)(ye)(ye)(ye)帶動、產(chan)(chan)業(ye)(ye)(ye)(ye)(ye)集群聯動、服務(wu)部門推動”的發(fa)展(zhan)模式。

  (十九)創(chuang)新(xin)(xin)機(ji)制(zhi)(zhi),注(zhu)入活力。創(chuang)新(xin)(xin)主體(ti)聯(lian)合(he)(he)(he)機(ji)制(zhi)(zhi),組織龍(long)頭(tou)企(qi)(qi)業(ye)(ye)(ye)與種業(ye)(ye)(ye)公司、收儲企(qi)(qi)業(ye)(ye)(ye)、種植大戶、家庭農(nong)(nong)場、小農(nong)(nong)戶和社會化(hua)服(fu)務(wu)組織,組建農(nong)(nong)業(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)化(hua)聯(lian)合(he)(he)(he)體(ti),簽訂“多級訂單”。探索雙向(xiang)入股(gu)、按(an)股(gu)分紅與二次利潤返(fan)還(huan)等模式,支持小農(nong)(nong)戶以土(tu)地、勞(lao)動力、資金、設備等入股(gu)農(nong)(nong)民合(he)(he)(he)作社和龍(long)頭(tou)企(qi)(qi)業(ye)(ye)(ye)。強化(hua)要素整合(he)(he)(he)機(ji)制(zhi)(zhi),按(an)照農(nong)(nong)業(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)化(hua)聯(lian)合(he)(he)(he)體(ti)內部“資源要素暢通、利益聯(lian)結緊密、服(fu)務(wu)購銷(xiao)最惠(hui)”要求(qiu),創(chuang)新(xin)(xin)利益粘合(he)(he)(he)機(ji)制(zhi)(zhi),有條件的(de)向(xiang)實體(ti)化(hua)、集團化(hua)方(fang)向(xiang)發展(zhan)。
